HR contractor finds good policies, inconsistent application in county procedures

Human resources professional Paul Greufe didn’t find a lot of surprises in Calhoun County’s handbook and policies
Greufe, who owns his own human resources consulting firm that works with county governments around Iowa, said he found a number of areas in which county officials could improve their practices, but he also found some good policies that, when followed, will help limit the county’s exposure to liability. Greufe presented his audit of the policies to the Board of Supervisors and department heads July 19.
“Overall, it’s what I expected,” Greufe said. “It’s unique to county government.”
County governments, with their mix of elected officials and appointed boards, commissions and department heads, generally do have inconsistent approaches to different types of employment situations, he said.
